dc.description.abstractDisruptive innovation has become popular with the high competition in the market place and market space. Disruptive innovations provide new ways to deliver value and have the potential to reshape business processes or an entire industry. Due to its wide adoption in business processes, technology has been at the center of disruptive innovations. The television industry in Kenya has undergone such a disruption owing to the International Telecommunications Unions declaration for migration of television broadcasting from analogue to digital. This was one of the several disruptive innovation ICT projects that the government of Kenya has undertaken. More ICT disruptive innovations are expected in future as the Kenyan government plans to achieve the vision 2030 strategic plan partly through ICT. This dissertation proposes a framework for steering disruptive innovation ICT projects and uses the case of digital television migration in Kenya to validate the proposed framework. The foothold of this research is on the existing knowledge in management of egovernment projects, managing change and achieving project goals with stakeholders’ contribution. The validation of the proposed framework is based on the premise that the quantitative enquiry collects quality data that is sufficient to be used for evaluative purposes. The key contribution will be to provide an all-round approach to steering disruptive innovation projects successfully by the Government.en_US
