Abstract
This research set out to investigate and propose a framework that can
be used to develop software applications in-house in the Kenyan civil
service. The main focus was how the key players (software applications
development champions), the technical environment under which the
applications are developed and the organizational context under
which the development takes place. The research identifies a
framework that will ensure that the development of software
applications in the civil service achieves their intended objectives.
The research identified the people whose support and input is critical
for any in-house software applications development in the civil service
is to have an impact, the technical considerations and the organizational issues that must be taken into consideration. The research noted that the various initiatives to embrace information and communication technology (ICT) in the civil service have been driven by the realization of the potential that ICT can have on positively
transforming service delivery.
The information gathered from existing software applications
development practices was used to develop a framework that will
ensure continuing efforts to develop applications will guarantee that
they serve the intended purpose.
