The objectives of this research project are to analyze the nature and form of actors and institutions involved in disaster management, to evaluate the legal framework that deals with disasters in the country and to discuss the barriers that prevent better disaster management responses and how to overcome them. This shall be examined from post-independence era to date, with the inclusion of amendments and new legislation and policies after the enactment of the Constitution of Kenya, 2010. The scope of the project is disaster preparedness and will also look into post-disaster management in the country.
