dc.description.abstractAchieving universal health coverage is no mean feat. This study delves into the importance of delivering universal health coverage when it relates to access to emergency medical treatment. It aims to investigate the role of universal health coverage in developing emergency care systems in Kenya and proposes a human rights based approach. The first chapter introduces us to the necessity of the study which proposes the introduction of a complete legislative framework on emergency medical treatment regardless of ability to pay, by utilizing the universal health coverage system to combat the inhibitions of finances. Additionally, a critical analysis of the nature and scope of emergency medical treatment in Kenya is done which aims to make a case for universal health insurance in the sphere of access to emergency medical treatment. The study is of the opinion that where one has the ability to administer emergency clinical treatment in an effort to save a life, there is no reason to withhold the said service just because of an individual’s ability to pay for that service. The Ubuntu concept that promotes the dignity of the human person is discussed as it impacts on the need for health care personnel to offer emergency treatment. The third chapter seeks to determine the viability of a separate health fund for poor vulnerable groups in society by proposing a home grown pro-poor health financing policy. In conclusion, an analysis of the challenges encountered and expected while using the separate health fund are examined and solutions to the same are provided.en_US
