dc.descriptionLabour is one of the key resources in any institution that if managed well can lead to increased productivity. Regular evaluation of existing structures and policies is necessary to avoid wastage and stagnation.Alot of work has been done in analysis of manpower systems using Markov models and other models such as computer simulation models,optimization models,supply chain models and holonic models. In this study Markov chain theory has been integrated with network theory in evaluating effective administration of the current schemes of service for teachers by the Teachers Service Commission. The growth and development of the teacher progression system has also been assessed.
